National Emergency Communications Plan
To enable the Nation’s emergency response community to communicate and share information securely across communications technologies in real time, including all levels of government, jurisdictions, disciplines, organizations, and citizens impacted by any threats or hazardous events.
SHAred RESources (SHARES) High Frequency (HF) Radio Program
The SHAred RESources (SHARES) High Frequency (HF) Radio program provides an additional means for users with a national security and emergency preparedness mission to communicate when landline and cellular communications are unavailable. SHARES members use existing HF radio resources to coordinate and transmit messages needed to perform critical functions, including those areas related to leadership, safety, maintenance of law and order, finance, and public health.
Mobile Applications for Public Safety
The Mobile Applications for Public Safety (MAPS) project is committed to informing the development and distribution of mobile application for first responders.
MAPS collaborates with interagency partners, the private sector, public safety groups, professionals, and academia.
Shared Communication Systems and Infrastructure
Across the United States, public safety organizations continue to recognize the value of building communications networks that support multiple agencies and disciplines. Enhancing communications operability and interoperability remains a top priority for the public safety community. SCSI projects focus on encouraging active resource sharing for organizations with national security, emergency preparedness, and public safety missions.

With PHE declaration, state, local, tribal, and territorial governments benefit from GSA Schedules’ speed, savings, and ease of use
Under this program entities are authorized to buy from all Schedules when spending federal grants funds in direct response
Purchasing Limitations
State, local, tribal, and territorial governments receiving grant funds in direct response to a PHE can access Schedules under PHE
Required Ordering Language
Include the following on all task or delivery orders placed by state, local, tribal, and territorial governments under this authority:
“This order is placed under Federal Supply Schedule number GS 35F-0475Y according to GSA policy that authorizes state, local, territorial, and tribal governments, as authorized users for purchasing goods and services, when expending federal grant funds in response to Public Health Emergencies (PHEs) declared by the Secretary of Health and Human Services, under section 319 of the Public Health Services Act.”
